Preference will be given to candidates combining in their research fundamental and application oriented aspects. Assistant Professors and Post-doctoral Fellows are appointed for a fixed term of up to three years. Contracts may be renewed once for an additional three years (i.e. six years in total). Assistant Professors differ from Post Doctoral Fellows on the basis of experience, scientific curriculum and remuneration. The remuneration package is competitive at the international level (30,000-45,000 EUR pre-tax for Post-doctoral Fellows and 45,000-60,000 EUR pre-tax for Assistant Professors) and includes generous research funds. Additional benefits may be negotiated with selected applicants.

In particular, the study of models, algorithms and verification methods of distributed systems with shared resources, with attention to the problems of security, concurrency, real time, “open endness”, distributed decisions, etc. has fostered the development of the informatics of the new wide area networks. Students acquire extensive knowledge of the fundamentals and applications of architectures and languages for global and grid computing, web systems and services, in particular for business applications, embedded systems, web data mining, wired and wireless networks, and mobile systems. In addition to offering broad scope for basic research, these domains define a professional area where all the needs of computer applications on
wide are networks can find their fulfilment.

Economics, Markets, Institutions With its interdisciplinary (theoretical, quantitative and institutional) approach, the program aims at dealing with issues in political economy, applied public economics, and the functioning of industries and markets, the impact of macroeconomic impact on the functioning of markets, as well as on productivity and growth.

A distinctive character of the PhD program is the strong integration of theoretical, technical and practical expertise, aimed to educate highly qualified professionals, who analyze, plan, and manage concrete interventions of political economy.

Theoretical methodologies and models will therefore tested through the methodical/systematic investigation of actual cases. At the end of the program, students will be able to catch commonalities as well
as distinctive characters of the several markets, in reference to economic laws, market regulations, contractual, managing and organizational solutions.

Political Systems and Institutional Change The PhD Program aims to make students familiar with analytical tools and methodologies of investigation elaborated within different contemporary traditions in
social sciences, thereby providing the theoretical and practical knowledge necessary to both evaluate comparatively the performance of institutional systems, and elaborate proposals for structural reforms. The courses will especially focus on the historical, political, institutional and economic dynamics that have been characterising the development of European and ex Soviet countries after the Second Word War. They will then consider among other topics: the institutional and decisional dynamics of European countries and the European Union including the trends towards multilevel governance both at the European and at the domestic level (federalisation, independent regulatory authorities, etc.); transatlantic relations EU-US; relations between politics, social processes and political economy decisions; paths of economic and political development; the institutional workings of international organisations; the characters of some geographical areas of special relevance.

Duration: 3 years

Language: Courses and seminars are held in English. Foreign PhD students are required to attend an Italian Language and Culture Course.

The Master program is focused on the provisioning of competence across Telecommunications Engineering and Computer Science, taking into account tecno-economic aspects and services supported by the networks. In the first semester the students will build solid grounds in basic disciplines of information engineering. In the second and third semester they will acquire strong competence in the area of: software for telecommunication, design of wired and wireless networks, network architectures and tecno-economic aspects, network components. In the last semester, they will develop and original Master thesis in Scuola Sant’Anna Laboratories or in one of the sponsor companies. At the end of the Master program they will be able to design, plan and manage complex telecommunication infrastructures with heterogeneous network segments both from the hardware and software point of view.

The Master Director is Prof. Giancarlo Prati, Director of the Center of Excellence for Communication and Information Engineering (CEIIC) and President of Inter-universitary National Consortium fo Telecommunications (CNIT).

WHO CAN APPLY

Motivations and objectives of the research in this field: within the context of increasing globalisation of firms and markets, most public institutions are now aware of benefits stemming from both innovation and internationalization of the economic activities. However, studies on the evaluation of effectiveness and economic effects of public incentives are still scant. Main difficulties concern: (i) the need of transparency and examinations at regularly intervals; (ii) the difficulty of distinguishing direct vs. indirect effects, and (iii) the need of counterfactual evidence (what would have happened without the incentive?). The present research project aims at developing both a theoretical framework and an empirical analysis for the evaluation of public policies and incentives to innovation and internationalization of firms.

Methods and techniques that will be developed and used to carry out the research: The research will be both theoretical (development of economic models on the basis of the literature) and empirical (gathering of primary and secondary data on direct and indirect effects of public policies and incentives to innovation and internationalization). Advanced statistic and econometric techniques will be applied in order to test research hypotheses.

Educational objectives: acquiring a comprehensive knowledge of the literature on public policies and incentives, and developing the capacity of elaborating it in a critical manner. Developing advanced statistical and econometric skills for testing theoretical hypotheses. In short, becoming able to write scientific papers on the topic to be published in top international journals.

Job opportunities: the issue of evaluation of public incentives to firms is of great interest for both economic scholars and policy makers. People earning a Ph.D. in this field can yearn for both an academic carrier (public policy evaluation is among the research lines of important economic and management departments) and a carrier in national and international public bodies.

The University of Pisa announces a competition, based on academic qualifications, for 14 grants reserved for candidates educated abroad for admission to the “Galileo Galilei Ph.D. School”. 12 of the 14 grants are funded by the “Galileo Galilei Ph.D. School”, while 1 grant, funded by Ministry for University and Research (D.D. 22 May 22nd, 2007 – n.251), will be assigned for study and research on the subject `’Innovative applications in Biomedical Industry” within the Ph.D. programme in Fisica Applicata, and 1 grant, funded by the IIT institute of the CNR, will be assigned for study and research on the subject “Computer science: pervasive communication and computing security” within the Ph.D. programme in Informatica.

The selection will be based on the scientific qualifications of the candidates, bearing in mind the balance between the different areas of the School.

Scholarships.A maximum of 20 students will be admitted. The 10 most qualified candidates will be awarded a four-year scholarship of about €10,500 ($16,500) per year, after tax, for a total of about $42,000 ($67,000), plus tuition remission. A limited number of students can take advantage of lodging offered by the University of Siena in the Post-Graduate College “S. Chiara” sited in the historical centre of Siena.

The Graduate Program. The goal of the program is to train professional economists. Former students hold positions as economists in the academia, in consulting businesses, and in national and internationals economic institutions, such as central banks and regulators.

The first two years of the Program are devoted to full-time courses. All of these are taught in English, the official language of the Program. After fundamental training in Mathematics, Microeconomics, Macroeconomics and Econometrics, a full menu of specialized courses is offered. Students are exposed to different theoretical and methodological points of view, in order to be able to explore the frontier of economics in an original way. Students are also required to participate in research activities, such as economics seminars and workshops. Admission to the second year is conditioned on the results of all first year final exams. Starting from the second year, students will develop their own research, under the supervision of a faculty member. While working at their dissertation, students are encouraged to undertake periods of research in foreign academic institutions. In this case the scholarship is increased by 50%. The doctorate is awarded after discussion of an original piece of scientific work (which can be written

Admission Requirements
Applications will be accepted from candidates, regardless of gender, age and nationality, who have graduated with excellent marks from a masters course, a four year Italian laurea, or an equivalent programme in one of the disciplines comprising international studies (economics, history, law, political science, political philosophy, sociology). Candidates from other disciplinary backgrounds may also apply, provided that their research project clearly falls within the field of international studies.

Students who intend to carry out research in the following areas are particulalrly encouraged to apply: European and International Politics; European, Comparative and International Law; Open Economy Macroeconomics, International Trade and International Financial History. One scholarship will be reserved for applicants with a research project in the area of trans-national crime. An additional scholarship is reserved for candidates with a research project in the area of politics of European and regional integration.

Language Requirements
The programme is conducted entirely in English and an excellent working knowledge of that language, including a proven writing ability, is an indispensable requirement for admission. Foreign students are required to obtain a working knowledge of the Italian language.

Applications
Applications must include :

• a photocopy of the applicant’s identity card or passport;
• a curriculum vitae in English;
• a research proposal (max 5 pages/2500 words) in English, in one of the areas studied in the International Studies programme. Candidates who also wish to be considered for one of the scholarships reserved for the fields of “Trans-National Crime” or “ Politics of European and Regional Integration”, must clearly indicate the field on the first page of their project;
• Applicants who hold a foreign degree should attach their degree certificate(s) and grade transcript(s) both in the original language and in English,
• two letters of recommendation in English or Italian (Appendix A and B) from experts in the doctoral research areas. Selection Procedure
The admissions process consists of two separate stages. In the first stage, the admission committee produces a short-list of candidates based on the evaluation of the application materials. In the second stage, thirty-minute interviews will be conducted with the short-listed candidates. Candidates who do not reside in Italy may avail themselves of the possibility to conduct the interview by telephone. After the conclusion of the interviews the admission committee will publish the final ranking. The interview stage will normally take place in early May and successful candidates will be notified in short order.

Scholarships
The programme offers a limited number of full scholarships renewable for three years subject to satisfactory academic appraisal. Scholarships are awarded on the basis of merit, meaning that they will be offered to the top candidates of the final ranking. One scholarship will be reserved for applicants with a research project in the area of Trans-national Crime. An additional scholarship is reserved for candidates with a research project in the area of the Politics of European and Regional Integration.

Tuition Fees
The PhD programme currently does not charge tuition fees. Admitted students however are required to pay an annual student tax to the amount of roughly €120,00.

Residence Requirement
Studying for a PhD programme is a full-time commitment and we expect all our students to take up residence in the area. Students re required to be resident in Trento for 24 months during the 3-year programme. A limited number of subsidised apartments will be made available to foreign students. An orientation day will be held in September 2008 and coursework will start towards the end of that month.
